“A modern day Andrew and a resurrected Paul,” such will I describe the following missionary pastor of Cornerstone Baptist Church (CBC).

Roy Baloyo Raquintan, the CBC missionary pastor to Legazpi City, Albay, belonged to a middle class family in Sorsogon, Sorsogon. His father bore the name Leoncio and his mother the name Norma. They both served the local government as public dentists in rural communities. Their second son, Roy, was born in the fourth day of March, 1965. The Raquintans were strict and strong followers of that big yet blind religion and Roy and his six other brothers were raised in the traditions, and superstitions of Roman Catholicism.

The family later on moved to Magallanes, Sorsogon and there Roy studied at Magallanes North Central School. After finishing his elementary education, he was then sent to Legazpi City to continue his studies at Bicol University. Upon graduating from high school, Roy decided to enroll at that same school to take up civil engineering.

In the city and far from his parents, Roy was exposed to much sin and wickedness while studying in college. He became a student activist and cried against the sin and injustice of others. But he himself knew that he was also a terrible sinner, as he confessed, “I was fed up with my vices but nothing happened to my life’s resolutions”. Evidently, Roy was seeking a change in his life. But he didn’t find it in the little red book of Mao.

The Lord knew Roy’s need and by His divine providence, Roy met Pastor Remy Ala. Pastor Ala shared to Roy how Jesus will save him from the penalty of his sins and free him from its power once he accepted Him as his personal Savior. Roy eventually believed and on February 27, 1984 he received God’s free offer of salvation in Christ Jesus. From that time forward, he began to experience a new kind of life, and that new life was evident to the people around him.

From a student activist, Roy became a zealous soul-winner. He began to tell to his brothers, friends, and schoolmates what Jesus had done for him. Many who saw the changes in his life, believed in his message, and many got saved through his efforts, including his younger brother, Jed, who would become senior pastor of CBC within the next decade.

After graduating from college and passing the board exams, Roy worked for different construction companies. Because of the nature of his job, Roy had to move from one place to another place. This somehow worked for his advantage, for in 1991, being far from his local church in Legazpi City, Roy transferred and joined CBC in Quezon City.

Roy believed that life is too short and brief to be wasted. Although he did not formally presented himself to be in the full-time ministry, he made himself available in every opportunity of service. While working for Makati Development Corporation, he helped Luis Hitosis in the CBC mission church in Villasis, Pangasinan for quite some time. Later he went back to Legazpi City, Albay and started a CBC mission outreach there. And much later he pioneered the CBC Tanauan City, Batangas mission outreach. Unknowingly he found himself in the full-time ministry.

Pastor Roy is married to the former Edna S. Ramos. They have three children – Esther, Eunice, and Timothy. Assisted by Conrado Castillo, he is currently pastoring the CBC Legazpi City mission church. He envisions expanding the missions work in the Bicolandia and sending missionaries to Asia.
